Update AWS and no more packer ami building

Anthony Gargiulo requested to merge v0.15.0-dev into main
  • Runners will now always use the newest Debian Bullseye AMI
    • This may be more configurable in the future
  • GitLab Runner version now directly selectable at ec2 launch time
