Build runners fully with user_data now, not packer

Anthony Gargiulo requested to merge no_more_packer into v0.15.0-dev
  • Runners will now always use the newest Debian Bullseye AMI
    • This may be more configurable in the future
  • GitLab Runner version now directly selectable at ec2 launch time
